Jamiel's Law: It's A Good Start

On March 2nd 2008 in the Los Angeles area, hispanic gang members pulled up next to a black teen walking home from. After having asked him "Where are you from?" they gunned him down. Five days later, the shooter was caught and is being charged with murder. What's so special or unusual about that? Especially in Los Angeles?

The victim was 17 year old Jamiel Shaw. Shaw, was not a gang me.....
